I tried to shutdown the WSL and checking if the VM was running, it stopped, so I waited doing nothing for a while and tried checking again. I can also confirm that the VM runs even on pc restart! I really don't know what to do It seems to shutdown for a bit (even the vmmem process disappear) but after a short while it says that kali is running again and the vmmem process restarts.
